North Kazakhstan State University
Petropavl • Kazakhstan
One of Kazakhstan's more affordable, long-established options
A long-established regional university with one of the lower fee structures in Kazakhstan
North Kazakhstan State University (NKSU) was established in 1937 and is based in Petropavl, a city in the far north of Kazakhstan close to the Russian border. It's among the older universities in the country, with a history that predates most of the newer private medical academies international students often encounter, and it's also one of the more straightforwardly affordable options on fee alone — tuition here is listed noticeably lower than at several other Kazakh universities offering the same six-year MBBS/MD-equivalent qualification.
Petropavl is a smaller northern city, with a colder climate even by Kazakh standards and a quieter pace of life than Almaty or Astana. For families prioritising cost above all else, and comfortable with a more modest, regional-city setting rather than a major metropolitan one, NKSU is worth a serious look — the trade-off is largely about scale and climate, not academic structure, which follows the same general framework used across the country's medical universities.
As with every university we work with, the fee sheet below is reproduced exactly as issued, and we verify current NMC recognition status independently before recommending any admission, rather than relying on a university's own marketing claims.
It's also worth saying plainly what a page like this cannot do. It cannot guarantee an admission, it cannot promise a particular exam result, and it cannot replace your own due diligence on recognition status. What it can do is set out the structure of the programme, the true cost of each component, and the process we follow, so your decision is informed before any fee changes hands.
One of the lower fee structures
Tuition is listed at a flat 3,900 USD per year — noticeably below several other Kazakh universities offering the same qualification.
Nearly nine decades of history
Founded in 1937, NKSU's admission and teaching systems have had a long time to mature and settle.
One flat tuition figure
The same 3,900 USD tuition applies to every year of the six-year course, simplifying long-term budgeting.
First-year hostel & mess
Hostel at 1,000 USD and mess at 1,200 USD give new students a supervised, predictable start.
Bundled one-time charges
A single 2,000 USD charge covers admission, examination, visa, insurance, police verification and settling-in essentials.
End-to-end service support
From counselling and apostille to visa, air ticket, forex and a medical kit, our service package covers the full journey.
How the six-year medical programme is organised
Years one and two — foundation sciences
The early years cover anatomy, physiology, biochemistry, histology and medical terminology, with laboratory and simulation-based skills work alongside lectures. This is also the period reflected in the fee sheet's first-year hostel and mess charges, giving new international students a supervised base while they adjust to a new country and a demanding syllabus.
Years three and four — bridging theory and practice
Pathology, pharmacology, microbiology and the early clinical subjects take over, with hospital-based postings beginning in parallel through the city's affiliated teaching hospitals.
Years five and six — clinical rotations
The final years are organised around rotations through medicine, surgery, obstetrics and gynaecology, paediatrics and allied specialities, preparing students for the licensing examinations they will eventually sit on returning home. The sixth-year fee on the sheet matches earlier years, keeping the overall cost structure simple.
Language of instruction
International students are taught in English, with basic Russian or Kazakh introduced alongside to support everyday life and later clinical communication with patients.
Assessment and academic progression
Progression between years is assessed through semester examinations, practical laboratory work, and — in the later years — evaluated clinical rotations. Translated transcripts are typically available at the end of each academic year for students who need them for loan, scholarship or record purposes back home.
Who can apply, and what the process looks like
Eligibility for Indian students
Applicants are generally expected to have completed higher secondary education (10+2) with Physics, Chemistry and Biology, usually with an aggregate of around 50% for general category candidates. A qualifying NEET score is required under current National Medical Commission rules for Indian students who wish to practise in India after a foreign degree. Most applicants are between 17 and 25 years old at the time of admission.
Documents typically required
A standard file includes the passport, 10th and 12th mark sheets and certificates, the NEET scorecard, passport-sized photographs and a medical fitness certificate. After admission is confirmed, further documents — including the university's official invitation and apostilled academic papers — are needed for the visa. Our documentation team reviews every file before submission to catch the kind of gap that typically causes avoidable delay, such as a missing attestation stamp or an expired medical certificate.
Counselling
Share your NEET score and academic records for an honest eligibility check.

How the cost blocks fit together
It helps to separate the fee sheet into blocks. The first is tuition, listed year by year directly in US dollars, paying for teaching, clinical training and examinations — the largest component over the six years, though notably lower here than at many other Kazakh universities. The second is the first-year living cost: hostel and mess, also in US dollars. The third is the one-time charge of 2,000 USD, covering admission processing, examinations, visa and registration formalities, insurance, police verification, documentation and settling-in essentials.
Separate from all three is our own service charge, quoted in rupees plus GST and paid in three instalments as your admission progresses — covering counselling, documentation, apostille, air ticket, visa filing, forex guidance, travel assistance, the medical kit and the Medway app subscription. Keeping it separate means you can see exactly what goes to the university and what goes to us.
Because every figure here is in US dollars, the rupee amount you actually pay will still move with exchange rates at the time of payment, even though the dollar tuition itself is fixed. We suggest keeping a small buffer in your budget and asking your counsellor for current indicative rupee figures when you enquire.
A useful way to plan is to think in stages. Before departure, you will pay the one-time charge and our instalments as the admission letter, invitation and visa are processed. In the first year, you will pay tuition along with the hostel and mess fees. From the second year onward, the main recurring cost is tuition, plus whatever personal and living expenses you choose to budget. Laying the numbers out this way, rather than as a single lump sum, makes the total feel far more manageable.
Facilities and student support
A brief look at what is available to students day to day, beyond the classroom.
Laboratories & simulation
Anatomy, physiology and biochemistry laboratories support the early years, with skills training that prepares students before they enter hospital wards.
Teaching hospitals in Petropavl
Clinical postings run through the city's affiliated hospitals, giving students structured exposure across general medicine and allied specialities during the middle and final years.
Library & study space
A library card is part of the one-time settling-in package, giving students access to textbooks, journals and quiet study areas from their first weeks.
International student office
Visa extension, government registration, police verification and biometric identification are handled through the international office, so students are not left to navigate paperwork alone.
"The fee was the first thing that made us sit up — 3,900 dollars a year, fixed for all six years, was simply lower than anything else we'd compared it against."

Settling into Petropavl
What day-to-day life looks like for an international student outside the classroom, in this northern Kazakh city.
Hostel & mess
The first-year hostel fee of 1,000 USD and mess fee of 1,200 USD give new students a supervised base and predictable meals while they adjust to a new country and a demanding syllabus.
Climate
Petropavl sits in the far north of Kazakhstan and has a harsh continental climate, with winters colder and longer than in Almaty or Astana. Proper winter clothing and well-heated buildings make this manageable, but it's worth preparing for honestly rather than underestimating.
Food & daily life
As a smaller city, Petropavl's international student community is more modest than Almaty's, though informal support networks among South Asian students still exist and tend to grow with each intake.
Getting there
Most students travel via a connecting hub before a domestic transfer; the one-way air ticket and airport pickup are part of the settling-in arrangements included in our service package.
Cost of living
Petropavl's cost of living runs lower than Kazakhstan's larger cities, which — combined with the university's comparatively low tuition — keeps the overall cost of the six-year course among the more affordable options available.
A quieter pace
A smaller northern city generally means a calmer, more predictable daily environment, which some families and students specifically prefer over a fast-paced metropolitan setting.
Coming back to practise in India
We verify a university's current NMC eligibility status directly against official records before recommending it to any family, and we encourage every applicant to reconfirm this independently before paying any fee, since eligibility lists are reviewed periodically by the regulator.
After the six-year programme, returning graduates prepare for the Foreign Medical Graduate Examination (FMGE), which is being phased into the National Exit Test (NExT) as a common licensing pathway for Indian and foreign medical graduates. Passing this exam is what allows registration with the medical council and the right to practise in India. Our support continues past admission — we guide returning students towards preparation resources so the transition home is as organised as the departure abroad.
Graduates who wish to specialise can do so within Kazakhstan, in a third country, or by returning to India and competing through the standard NEET-PG route once they hold valid registration. We suggest weighing this decision during the final undergraduate year rather than after graduation, since it shapes how the following two to three years are planned.
It also helps to keep three ideas separate: recognition (is the degree acceptable to regulators), licensing (the exam that permits you to practise) and career planning (what kind of doctor you want to become). Most confusion about whether a foreign degree is valid comes from blending these together, so we walk through each stage separately during counselling.
